2003 The office of the Special Co-ordinator of the Stability Pact for South
Eastern Europe (SCSP) wishes to recruit an experienced person to join its Working
Table III (Security Issues) based at SCSP in Brussels to start in February/March
2003. The terms of reference for the post are attached. The post is offered
on a secondment basis: all salary, allowances (including accommodation and insurances)
are the responsibility of the seconding organisation/ state. The details of administrative
and financial responsibilities met by SCSP are available on application.
The
candidate should have a background in justice and home affairs, specifically:
Law Enforcement, and judicial activities related to organized crime, anticorruption
and human trafficking. The ability to work in an international environment in
English (further relevant languages would be a bonus) is essential. Strong advocacy
and policy analysis skills are also essential, as is extensive knowledge of governmental
work. The candidate must be a strong team player. Previous experience of the south
astern Europe would be desirable. The candidate would report to the Director of
Working Table III. Field experience would be considered as added value. SCSP
would require an initial commitment of two years. The legal basis of
SCSP is a joint action of the European Union, established following the June 1999
agreement on the Stability Pact at Cologne, and the July 1999 Sarajevo Summit.

The participants in the Stability Pact are the countries
of the EU and other European countries, G8, south Eastern Europe, some neighbouring
states, and a number of major international institutions and organisations. SCSP
has an international staff reflecting this range of participation. Staff must
be nationals of a participating state. The Pact is structured according to three
main areas of activity: democratisation and human rights, economic reconstruction
and development, and security issues. SCSP contains three units, corresponding
to this structure. Each area of activity has associated with it a Working Table,
at which all Pact participants meet, chaired by an eminent person external to
SCSP. English is the official working language. TERMS OF REFERENCE
FOR SCSP WORKING TABLE III EXPERT Sub-Table on Defence and Security Issues The
Expert reports to the Director of the Working Table III (Security Issues) Unit
in the office of the Special Co-ordinator of the Stability Pact for South Eastern
Europe (SCSP), in accordance with the requirements of SCSP management, and has
the following terms of reference:
- Ensure the efficient pursuit
of all relevant existing Stability Pact initiatives and processes in the area
of Justice and Home Affairs (currently including those in the areas of: initiatives
against organized crime, human trafficking, and follow-up activity to the recent
London Conference on organized crime in South Eastern Europe;
- Provide
input to the decision-making process for the evaluation and implementation of
Working Table III initiatives and processes in the areas covered by the Sub-Table
on Justice and Home Affairs;
- Ensure the efficient preparation and
conduct of relevant Working Table and related meetings;
- Maintain
close liaison with the relevant ministries and institutions of Stability Pact
participants, and with relevant research institutes, NGOs as well as in particular
with the EU institutions;
- Ensure the efficient handling of all correspondence
of the Special Co-Ordinator concerning issues covered by the Sub-Table on Justice
and Home Affairs;
- Operationalise other tasks furthering the work
of the SP in the area of Justice and Home Affairs as directed by the WT Director;
Working
Table III currently consists of the Director, plus five full-time experts (seconded
diplomats or equivalent) and one full-time secretary. The position of Expert could
expect that 50% of his/her time would be spent travelling on official business. |
