Objective

The creation of the Business Advisory Council (BAC)
is part of the efforts launched by the Stability Pact to strengthen the process
of transforming the countries of the region into market oriented economies, based
on a viable private sector and healthy business practices. A special emphasis
is being given to a strong role of SMEs

The BAC was established in January
2000. It is an independent advisory body, consisting of approximately 20 high-level
business representatives from the region and from major donor countries. A limited
number of observers and guests might be invited, especially representatives from
IFIs and other institutions, whose activities are linked with the topics to be
dealt with during the meetings. The members
of the BAC give advice to the Stability Pact on business- and investment-related
matters. Based on their collective experience and using their diverse background,
BAC
members present governments with evidence as to why investors do or do not
invest in a certain country and propose concrete options to the governments and
to international organizations involved in the Stability Pact.

The BAC meets several times a year both formally
and informally. It operates according to its own rules and procedures, as agreed
upon in March this year. In fulfilling its tasks, the BAC is served by the Stability
Pact secretariat and by the support structures of the Chairs.
The BAC has declared its readiness to closely cooperate in the implementation
of the Investment Compact.
