Objective In this sector, the objective is to support the OSCE in its mandate under articles II, IV and V of the Dayton/Paris Peace accords which concerns the overall objective of building confidence and security as well as promoting co-operation and good neighborly relations in the region.
Description The Stability Pact intends to foster a broad security
dialogue among participants, to enhance transparency and predictability, and to
complete the catalogue of arms control and confidence and security building measures.
In this context, Stability Pact partners should work on issues such as exchange
of military information, notification and observation of military activities,
restrictions on the location of heavy weapons, notification of the dissolution
of special operations forces, verification and inspection regimes and others.

Pact has established the following processes:
In order to improve information and enhance
transparency and accountability, the countries of the region should submit
regular reports on their progress and achievements in accordance with the
commitments they have taken. These reports should be presented and discussed
at the Working Table meetings.
Aiming at reviewing and, if necessary, completing
existing activities in the field of military contacts in the region, WT
III established an Informal Working Group under the auspices of the OSCE.
As part of the implementation phase of the Quick Start Package, a Regional Arms Control Verification and Implementation Assistance Center (RACVIAC) Coordination Conference was held in Berlin on July 7, 2000. Eighteen countries participated at the meeting and declared their unanimous support for the establishment of such a center. RACVIAC was opened in Zagreb on October 22, 2000.
